高雄市閒置資產空間分佈與適性再利用策略之研究

A Study on Spatial Distribution and Adaptive Reuse Strategies of Idle Assets in Kaohsiung City

摘要


本研究目的在分析高雄市「閒置資產」個案地理屬性與分佈現況,並透過空間疊圖,解讀個案聚合離散現象與公有資產、土地、空間利用不充份之說。取材1977~2014年,高雄市閒置資產計有456處,閒置空間46處、閒置學校用地76處、低度使用校舍314處、閒置市場用地65處、低度使用或轉做其他用途市場用地共223處。應用空間分析方法,視覺化空間圖層與建模分析。研究結果:(1)閒置資產在高雄市的分佈呈現離散現象,未能契合都市發展現況;(2)舊市區資產閒置率偏高且低度使用,主要原因是人口遷徙、高齡化、生育率減緩;(3)高雄市市中心區往北發展,生活圈轉移,造成舊市區公有市場及公共建設低度使用;新市區學校受限於明星學區觀念,招生不足致資源不當分配。研究結果指出,資產再利用或空間再造的投資,需要先考量人口密度與分佈;空間點位圖與行政區疊圖,圖示化指出閒置資產分配不均,土地資源未臻妥善運用的現況,建議政治決定不應凌駕規劃專業,需思考資源是否有市場性並契合社區實際需要,計畫案執行前後是否有課責性,才能降低重覆投資的現象。

The study is aimed at the Spatial Distribution and Adaptive Reuse Strategies of the Idle Assets in Kaohsiung City. Via the measure of spatial overlay, the phenomenon of case aggregation and the lack of public assets, land and insufficient space utilization, is interpreted. The total idle assets in Kaohsiung City is 456 from years 1977-2014, including 44 idle space, 76 Idle campuses, 314 low-use school buildings, 65 idle market sites, and 223 low-use and diversion markets. The methods of spatial analysis and GIS overlay modeling were applied to study and found: 1. the distribution of idle space is displayed sporadically and does not match the current urban development. 2. Most of the idle assets were utilized inefficiently in the old urban areas, is due to population migration and low birth rate. 3. Due to the living sphere shifts, is the improper allocation of resources derived from the prestigious school, and the old city market was at a low-use rate. The research results indicate that the investment in asset reuse or space remodel needs to consider the population density and distribution first; the spatial points map and the administrative area overlay indicated the uneven distribution of idle assets, the current situation of the improperly used land resources. It is recommended Political decisions should not override the planning profession. It is necessary to consider whether resources are market-oriented and meet the actual needs of the community. Whether there is any accountability before and after the implementation of the project can reduce the phenomenon of repeated investment.
