This study starts by clarifying the concept of development and the facets of developmental goals within the context of the discipline of Development Studies. Next, guided by theories of development, the paper explores various strategies for achieving development. Third, the theoretical justifications or ideological norms underlying these strategies are examined, focusing on the relationship between human development and the protection of indigenous rights. The paper then proceeds to look for goals and indicators of indigenous development. Finally, the author attempts to construct a conceptual framework for analyzing indigenous development and explores how relevant developmental theories may be applied to the analysis of indigenous development.
