政府學校機關實施品質管理可能産生弊端與診斷建議-以某校教學量業務為例

Diagnosis Suggestions for Government Institution Carrying out the Quality Management: A Case Study of Teacher Evaluation of the Institute of Higher Education

摘要


知識供應者工作績效的持續品質改善為教育人力資源管理一直努力達成的目標,其他商業領域亦然。為達到上述目標,全面品質管理扮演了極重要的角色。教育部為維持高等教育水準與教學品質,實施專科以上學校評鑑制度。各教育機構為求保有競爭力與生存,莫不努力於充實軟硬體設備與提升師資及教學品質,而提升教學品質項目之一,即為學生於學期末對教師之教學評量。本研究提供驗證方法來探討教師評量的特性與必須遵守的原則,以避免因問卷設計不良或違背法律程序原則、行政程序原則及資料擷取程序原則,而造成教師評量的爭議產生。對於學校機關實施品質管理可能產生弊端,本文以某校教學評量業務為例,提出檢驗程序與分析,並且對於個案產生的狀況提出建議。

Continuous quality improvement on job performance of knowledge providers is always a goal to achieve for human resources management for education as well as any other business field. To achieve that goal, Total Quality Management plays a very important role. Ministry of Education in Taiwan carries out the evaluation system for higher education to maintain the standard for higher education and the quality for teaching and learning. In order to maintain competitiveness and survive, every educational institution has to make great efforts substantiating the software and hardware equipments and improving teaching and learning quality. Teacher evaluation is one of the efforts that most schools make to upgrade the teaching and learning quality. This research provides verification methods to explore the characteristics of teacher evaluation and the principles to agree with in order to avoid disputes resulting from ill-designed questionnaires or disputable procedures that might conflict with certain procedure principles such as legal procedures, administrative procedures and data acquisition procedures for teacher evaluation. We will apply research principles to the case of teacher evaluation of the institute of higher education and explore and analyze what might come out. This research could supplement total quality management in teacher evaluation as well as in other fields where quality is highly regarded.
