摘要

2008年11月，海基會與海協會在臺北舉行第二次「江陳會談」，簽訂包括海運通航在內之「海峽兩岸海運協議」，正式開啟兩岸之全面海運通航。本研究深入探討該項協議，並以「談判結構研究途徑」對第二次「江陳會談」之海運通航協商，進行談判之結構分析，藉以了解該項協商之實際情況及協議所產生之問題，期能提供各界作為未來兩岸後續協商之參考。

The Strait Exchange Foundation (SEF) and Association for Relations across the Taiwan Straits (ARATS) held the Second Chiang-Chen Meeting on November, 2008. The signing of the Cross-Strait Sea Transport Agreement between the SEF and ARATS has achieved a total direct shipping link across the Straits. In order to realize the actual situation of the negotiation and the problems caused by the Agreement, this study explores the Agreement and analyzes the negotiation through a structural approach. It is expected that the finding and results of this paper shall provide a reference for the following negotiations across the Straits.
