我國海運政策之研析-成效檢討與調查結果分析

ANALYSIS OF MARITIME POLICY IN TAIWAN - PERFORMANCE REVIEW AND RESULT OF A SURVEY

摘要


海運是我國對外貿易最主要的運輸形態,而海運產業在我國總體經濟扮演重要的角色,亦占國防、民生發展重要的地位。為發展海運產業,政府曾擬訂相關政策,包括:海運補助租稅獎勵、船籍差別待遇、產業扶植方案、航港組織改革,並輔以法律規範及社會責任需求等配套措施,惟檢視其實施成效,似乎未達預期目標。本研究分析我國近年之海運政策及法令配套措施,並蒐集統計資料了解施行績效,透過問卷調查了解產業界對當前海運政策的看法及建議;研究成果可提供政府部門後續研擬相關政策及措施之參考。

Maritime transportation is the most important way of the foreign trade in Taiwan. The maritime industry also plays an important role in the development of national defense, people's livelihood and overall economy as well. In order to develop the maritime industry, the government has formulated relevant policies including: incentives of maritime subsidy and tax incentive, differential treatment of national flagged ship, industrial support programs, reform of port organization, and supplements of legal specifications and social responsibility requirement. However by checking the effective implementation, it has not reached the goal. This study analyzes our recent years' maritime transportation policies and decree measures, and collects statistical data to understand the performance of the implementation. By the questionnaire survey, we can understand the views and suggestions on the current maritime policy. The research results can provide reference for the government to follow up the relevant policies and measures.
