For the demand of multiple instruction and assessments in educational circumstances, a workshop was organized to research and develop the proposition principles, examples and rubric related to non-multiple-choice questions in geography of junior high school social studies. In this work, three types of questions including restricted response essay, non-restricted response essay and mapping were identified. 30 proposition principles were proposed total1y in the framework. Based on the ”Grade 1-9 Curriculum Competence 1ndicators and main content”, four testlets were designed as examples. Rubric referred to the cognitive process dimension in a revision of bloom's taxonomy of educational objectives were established also. In the future, relevant modification for question examples and rubric wil1 be done if its necessity is revealed by the result of continuing test.
