策略規劃(strategic planning)在私部門之策略形成、評估、與執行已被廣泛採行。本研究鑑於策略規劃具有系統分析與彈性等之特性,乃嘗試透過私部門企業策略規劃的概念與方法,修正適用於公部門土地使用之規劃分析中,期使從事土地使用計畫之規劃分析者,在面臨錯綜複雜的研究現象時,能尋一系統性的分析方式,清晰的認識與評估整個系統狀況,以產生適當的替選策略方案。本文首先探討策略規劃之兩種分析方法:TOWS矩陣法與展望分析法,而後建立土地使用策略規劃分析架構,並以台北都會區之土地使用規劃為例說明策略規劃分析方法之應用。
Strategic planning has been widely employed to the formation, evaluation and imple mentation of strategies in the private sector. This study aims at applying and modifying it to the land use strategic planning in the public sector so that the planner could analytically gain clear insight of complicated system before generating alternative strategies. This study first explores two methods of strategic planning, and then develops a systematic framework of land use strategic planning, whereby an illustrative example of Taipei metropolitan land use strategic planning has been introduced to generate Taipei metropolitan land use strategic plans.
