摘要

本文採用生活素質之概念與社會指標之衡量方式，除了澄清住宅品質之觀念外，並依據聯合國所揭示之健康性、安全性、便利性、寧適性四個居住性原則，採定性與定量方式，並透過「分析階層程序法」(AHP)，研擬一套評估一般住宅實質環境之可測度性指標，藉此一衡量尺度，檢視近十一年來，台北市住宅品質演變趨勢，同時經由客觀綜合加權指數與居民主觀滿意度作交叉評估，反映台北市未來住宅品質管制策略應加強之方向。

This paper is based on the concept of living standards and social indicators to study housing quality measurements. Besides using the four principles of living condition-health, safety, convenience and comfort which are suggested by the U. N., We also apply analytic hierarchy process (AHP) to establish the indicators and weights of housing quality measurements. Sampling housing survey data from 1979 to 1989 are used to measure the housing quality in Taipei. This paper finally provides several directions of housing quality improvements for the Comprehensive Plan of Taipei.
