台灣地區科技園區與區域發展策略研究

摘要

近年來政府為提升我國產業技術水準，提出各種鼓勵廠商從事研究發展的方案，以強化國際競爭力；而在鼓勵研究發展及提升產業技術之方式中，明顯具有促進產業升級與區域發展功能的，即為各種類型科技園區(Science／Technology Park)的設置。本文回顧世界先進國家利用其區域性科技資源所創造的各類園區模式、發展背景、及開發型態，建立科技園區的類型與發展條件。由於各類型科技園區的機能不同，及彼此間密切的需求關係而形成一園區體系。基於科技園區的發展需與地區發展相結合，因此，本文提出台灣地區科技園區的發展，必需配合各生活圈的地區發展特性與條件，並建議各地區發展合適的科技園區類型，以及區域性園區體系架構。

This paper aims at proposing strategic plan for the development of Science/Technology Parks in Taiwan area. Based on the function, the developmental goal, types of firms, regional development, and management of the parks, three types of parks and developmental cycle of the parks are established. Seventeen living precincts are used as the spatial units for planning the regional framework of Science/Technology Parks in Taiwan. This paper concludes that the appropriate Science/Technology parks must coincide with regional development policy.
