績效量測與目標管理在公私部門的應用已有相當長的歷史,也頗具成效,然其應用到都市的管理在國內卻仍未普遍。此與國內以往都市發展與都市管理大都由中央政府扮演主導的功能有關。近年來隨著社會環境與政治環境的變遷,地方政府自主權的擴大,各地方政府均思有所作為,積極發展地方。而另一方面,人民對都市服務的要求不但更趨多元化,而且更迫切的需要地方政府迅速的回應。是則地方政府如何有效運用其有限的資源以回應人民的急需?如何衡量政府的服務績效?如何得知人民的真正需要?如何提高政府的效率?其解決之道耑賴各地方政府是否能建立績效量測之都市管理制度。可以說績效量測管理制度是為提高政府之服務績效,節省政府經費並改善決策品質與改進政府責任的積極作為。為推動國內都市績效管理制度之建立,本研究重點在探討該制度之基本理念與可行性,分析現行都市管理的缺失,研究各種績效量測之技術,探討如何應用以改進地方政府的決策品質與服務效率,俾都市管理之理念得以探入地方政府階層。
Local government performance measurements have not yet been generally adopted as an evaluation system in the Taiwan’s local governments. This result is partly because the planning and management of local cities in the past are essentially authorities of the provincial and the central governments. Only recently has the local autonomies been expanded and has the planning authority been decentralized into the local governments. Moreover, the demand for local services of the people has been diversified. The local government responses to these services and an efficient allocation of local reso urces are thus required. Then what services do local people really want? How to measure thelocal government performances? And how to improve local government performance measurement? It is intended in this artical to study the current settings and the execution feasibility of this system in Taiwan. Some ide as and techniques are introduced. And an empirical analysis on the total performance of the Kaoshiung City is investigated and discussed.
