摘要

本文分析南台灣的產業升級、經濟結構轉變與環境衝擊評估之間的關係，著重於產業轉型過程中，創新在環境管制所扮演的角色，以及經濟結構轉變對環境評估的影響，根據避免或減少不利環境衝擊提出策略性的產業規劃。並在永續發展的架構下，探究環境管制與產業成長的關係，說明產業成長的過程中除應降低環境負荷以及污染程度之外，亦積極地尋找出可使產業經濟持續成長而環境也可達到永續發展的雙贏情況。本研究同時驗證南台灣產業是否存在動態的創新抵銷效果，檢視實現環境品質與競爭力同時存在的可能性，並提出政策意涵。本研究提供南台灣在考量產業與環境及生態的互動，以全新的思維來制定未來產業發展政策，進一步建構以永續發展為主軸的南台灣區域優勢。

This paper is concerned with the sustainable development of the Southern Taiwan economy and particularly with the future industry competitiveness-environment partnership. Secondary sustainable-industry indicators are identified and measured by the industry dynamic framework associated with adjustment costs. This study focuses on the environmental stress (or burden) resulting from industrial transition and economic structural changes. The empirical dimensions of the harmful or potentially benign environmental effects of industrial transition and structural changes are also assessed. Sustainable-development-based industrial competitiveness-indicators thus provide criteria for selecting key industries in Southern Taiwan and formulating regional advantage strategies. This paper also assesses current economic structural changes and, based on their environmental implications, proposes future directions for environmentally benign structural policies.
