通信網路之加入外部性與二部制費率結構

摘要


有關網路之加入外部性 (access externality) 研究,大都直接假設,加入網路成爲用戶的人數增加,可以給原先網路中的用戶帶來外部效益;但對於加入外部性如何產生,並未有明確的交代。而當存在有網路之加入外部性時,對獨占之通信事業者應如何進行價格管制,也未有完整的討論。本文以修改後的Kanemoto (1991)模式爲基礎,將個別消費者的通信需求模式化,以反映通信網路之加入外部性。並以此爲基礎,在管制當局採二部制費率(two-part tariff)結構的假設下,推導加入外部性存在時的最適費率結構。對於最適費率結構的性質,文中另就需求變動及用戶的差異進行比較靜態分析。

In almost all the studies in access externality, the way how this externality accrues has been ignored. And how should the optimal prices be determined in the context of access externality has also not well been described. In this paper, based on the modified model of Kanemoto (1991), the demand for communications of a individual customer is specified to describe the structure of access externality and an optimal two-part tariff is developed. Comparative statics analyses for both changes in demand for communications and heterogeneity of customers are also performed.
