This paper focuses on patterns of network analysis in sociological and political academic domains. By literature review of the patterns and construction of theoretical concepts we can clean out the development of policy networks in policy decision-making models. Furthermore, in analyzing the models of policy decision-making, this paper explores the development of network analysis. By carrying out investigation into Taiwan’s extensive network of foreign workers and discussing organizational state, the suitable function of network analysis in the policy analysis will be realized. This paper concentrates on the constructional difference between organizational networks and typical policy networks at macro, meso and micro level. According to the construction of meso-level, it suggests only articulate diverse levels in network analysis and is significant in making a breakthrough of dual dilemma in the strategic discussions of different social science landscapes.
