本研究旨在探討地方公立醫院委外過程中,都市政治對公私協力個案所造成的影響為何。在個案選擇上,以台南市立醫院第3期委外經營案為分析單位,透過深度訪談、地方議會議事錄、媒體新聞報導等資料收集方式,將研究聚焦於台南市立醫院第3期委外經營過程之分析,探討政治因素對醫院以契約委外決策的影響,並兼及都市治理的探討。本研究發現契約委外策略屬於政治過程的一環;其決策過程深受領導人因素所影響;地方公立醫院委外經營,除有利於經營績效的提升外,對於建構完整的都市醫療網絡也扮演重要的角色;另公私協力關係從原來的關係伙伴轉為績效評量的契約委外模式。
This paper aims to analyze the influence of urban politics on public-private collaboration in local public hospital contracting-out carried out by the Tainan Municipal Hospital. The case study is adopted as the method to collect empirical data for this study. Based on the in-depth interviews, interpellation documents from the Tainan Municipal Council and related news reports, this study provides the opportunity to look at the characteristics of local public hospital contracting-out to consider a solution to the problems urban governance. The findings of this study are as follows: contracting-out is part of a wider political process; hospital leadership exerts an important influence in this case of local public hospital contracting-out; hospital contracting-out supports the urban health network and helps supply better and accessible medical services for the community; and public-private collaboration has transformed from its original partnership relationship to a model based on performance measurement and contracting-out.
