官民合作之土地建物開發公司的產生－台灣建設史之都市經營主體研究

過去台灣關於都市建設史的研究，主要偏重在兩個部份，一是針對都市計畫法制及其發展歷程的探討，另一則是對於個別都市之形成與發展史的研究。這樣的研究取向已經持續約20年，然而對於實質進行都市建設之組織，卻甚少見到專文討論；如此對於理解過去都市建設的狀況，很難提供較為全盤完整的基礎。筆者之前曾經對於官方的都市建設主體進行相關研究（註1），本文乃以非官方的都市建設主體為例，集中對於其產生的因素、過程、事業內涵、所受之獎勵及限制事項等進行具體的探究，以解析出該都市建設主體的特質。本研究想逐步累積的是台灣都市建設史的基礎，特別是針對重要而目前又欠缺之「進行土地與住宅開發事業」的部份，可透過本研究理解到當時於台灣進行該項工作所發展出的事業技術；同時其對於今日進行都市更新活化，依然提供了啟發性的官民合作組織模式。

In the pass, the urban historical research of Taiwan were focused on two major researches, the probing of urban planning legal system according to the progress of urban development, and the research of urban forming of its development history. Nevertheless, these researches has been persisted nearly 2 decades, the organization of the urban construction seldom focus on such discussion. The author once concentrated his research on the official urban construction principal, but this article is using the unofficial urban construction principal as the research example which focusing on its produce element, progress, career connotation, reward and restriction events, to figure out the characteristic of the urban construction principal through this analysis. This research aims to accumulative the history of urban construction in Taiwan progressively and forms a foundation which directly against the current scantier part-The development career of the process of land and residence. Through this research could comprehend the former career technique which has been developed at that time, and in the mean time, this technique carry out an enlightenment of cooperation between the officials and citizens to activate the progress of urban renew.
