國家介入與合法性危機-香港的經驗

State Intervention and Legitimacy Crisis: Hong Kong Experience

摘要


本文分別從經濟和政治角度探討在香港環境下的“國家介入”問題,指示香港政府的國家介入,和其他西方資本主義國家的經驗一樣,是有利於維持戰後香港資本主義秩序的發展和合法性的,並且由於殖民地政權的先天性合法性危機,國家介入透過政府輸出而發揮了重要的政治合性化功能。不過,國家介入社會愈多,社會愈是政治化,滋生較多的政治要求、壓力和紛爭,從而構成對政府權威和自主性的合法性挑戰,蘊藏制約國家權力的條件。面對九七的沖擊和中國因素從外介入,政府的權威性和吸納力明顯地受到削弱,政權有弱化的趨勢,轉而採取調低國家角色和功能,讓社會矛盾和問題回歸社會、回歸市場的策略,國家介入因而會逐漸收縮。

This paper looks at state intervention within the Hong Kong context from both the economic and political perspectives. Similar to the experience of Western capitalist states, state intervention by the Hong Kong government serves to maintain the development of the opst-War capitalist economic order as 'well as its legitimacy, and through increased government outputs, also plays an important role in the, political legitimation function. However, the greater the extent of state intervention, the more politicized becomes the local society, and this in turn breeds more political demands, pressures and .conflicts which may constitute a challenge to government authority and autonomy.In the face of 1997 and the external intervention of the China factor, both the authority and the incorporatist capacity of the government are on the decline. There is a sign that the regime is weakening and as a result tries to adopt a strategy to scale down the role and function of the state, returning social problems and conflicts to the arena of society. State intervention may tend to contract in these changed circumstances.
