There is growing recognition that doing technical aspects adequately does not necessarily lead to information use. Stakeholder participation therefore is viewed as a perspective strategy for increasing the likelihood of use. This study is to decide whether stakeholder participation is an adequate strategy for defining the scope of evaluation study. To facilitate the discussions, the Project Independence program is chosen to describe how a stakeholder's strategy actually occurs in this par;ticular context and which issues will be involved if the strategy is applied.An initial viability assessment reveals that the environment of PI is somewhat unfavorable for using this approach. To enhance hte usefulness of the stakeholder approach, several joint strategies, ie. forming a task-force, using intermediary units, and taking the role of advocate, are proposed to reduce the detriment of these unfavorable conditions.
