摘要

忽視政策問題的系絡性每為職司決策者常犯的一種謬誤，這種謬誤往往造成政策失敗的主因。本文的重點在於分析決策設計的基礎：認定問題的系絡性，首先解析認定問題系絡性在政策設計上所扮演的角色；其次致力於評估建構問題研究的現狀，指出其不足之處；繼而建立分析問題系絡性的層面與向度;最後研析認定問題系絡性對政策設計的影響。

Fallacy of ignoring problem contextuality is a mistake always committed by those responsible for policy making and is a cause of policy design failure. In order to avoid this fallacy, this paper first by builds up a framework to be a foundation for constructing a roleust problem contextuality confronting to policy makers. The dimensions include in this framework are environment of problem, processes of problem formulation , policy indicators, policy, stakeholders, related policy knowledge, existing policies, culture in policymaking organization, and time constraints. Secondly, the functions of identifying problem contextuality in policy design are addressed. It is clearly argued why it is a strong basic of policy design.Finally, the paper emphasizes that policy is making choice under adoersity. To dig out the real mature of problem and take appropriate sort of congitation is the only right way to overcome modern policy predicament.
