摘要

漸進主義的概念為Charles E. Lindblom所提出，在政策科學的領域裏已是一個廣為應用的概念。然而三十年來其仍未能達到做為實務和理論研究發展基礎的目的。本文旨在重新探究漸進主的概念，並就一些概念和批評加以解釋與反駁，最後提出新漸進主義的概念，以期有更完善的漸進主義。
