Administrative Reform has been executed for many years. How is its effectiveness? That the hardware of public facilities is improved effectively but short comings of management are still increasing shows organizational innovation lagging behind technical innovation. The administrative reform is still a long way to go. Through the customers-oriented total quality management, this article tries to find out a way of improvement in administrative change. An organization, with endeavor of all members led by its leader, will change its administrative structure and organizational culture to achieve the objective of administrative reform.
