Reorganization is a continuing reform process to strengthen organizational capability. However, reorganization is not a panacea because reorganization might be influenced by its reorganization habits which will lessen the effectiveness. Therefore, the following questions need to be investigated before the study: Are there so called reorganizational habits? What influence do they make? This study will use the City of Kaohsiung as the case and analyze her reorganizational models in the past. At the same time, this study will suggest the fundamental principles for Kaohsiung city's reorganization.
