直轄市政府組織重組探討-以高雄市政府爲例

The Study of Special Municipality's Reorganization-Case Study on Kaohsiung City

摘要


組織重組是一種為提升組織能力而不斷進行的改革過程。然而組織重組對於能力的提升並非為一劑萬靈丹,因為重組的模式或方法亦會受到組織慣性的影響,而減低其有效性。因此,組織重組是否存有慣性模式?其受慣性的影響為何?這些都是組織重組研究所必須先加以了解的前提問題。本文即以高雄市作為觀察之對象,研究其過去組織能力改進上所使用的方式或模式,並評估其效能。同時,本文也對高雄直轄市的組織重組提出基本思考方向。

Reorganization is a continuing reform process to strengthen organizational capability. However, reorganization is not a panacea because reorganization might be influenced by its reorganization habits which will lessen the effectiveness. Therefore, the following questions need to be investigated before the study: Are there so called reorganizational habits? What influence do they make? This study will use the City of Kaohsiung as the case and analyze her reorganizational models in the past. At the same time, this study will suggest the fundamental principles for Kaohsiung city's reorganization.
