摘要

市民參與社區環境改造工作，在歐美先進國家已成為「再造政府」的新力量。由於政府和民間共同參與社區工作，將使雙方互蒙其利事共存共榮，亦即「雙贏」局面。市民參與社區環境工作將成為另一波的「寧靜革命」。為因應此一發展趨勢會本文建議政府在推行「市民認養鄰里公園」業務時會應加強「公私部門合夥」觀念，冀望建立「社區意識」，並提高市府公共事務經營管理能力。本文首先指出由於國內政治、經濟、社會各項建設突飛猛進，市民參與公共事務的需求日益增加。政府處理之道應是因勢利導善加運用此股力量。其次會從理論層面闡述市民參與社區發展工作的理念、特質、及其其體做法。第三，進一步探討以市民參與為基礎的「公私部門合夥關係」和「市民認養鄰里公園」的相關性。最後會經由探討外國一些實例，本文針對台北市政府研考會所做問卷調查結果提出建議。

In most advanced countries, citizen participation in communicative environmental reform has become a new force for ”reinventing government”. Evidently, through the cooperation between government and citizen groups, both sides will share a common fate and create mutual benefits. That is, what is the so-called a ”win-win” situation. As a result, several scholars regard this kind .of communicative action as another wave of ”Silent Revolution”. To respond this tendency, this paper suggests to successfully promote the ”foster-park” policy, the government should enhance the idea of ”Public Private Partakership”. By doing so, the ”Communicative Consciousness” could be established and government's ability in managing public affairs could be further intensified.
