摘要

本文旨在以實際面向的角度分析清末的行政倫理。全文計分四大部份，一為清末行政倫理的敗壞情況，當時官僚在行政倫理上的弊病有五：品德卑下、貪污舞弊、鑽營奔走、顢頇無能和欺壓百姓；二為敗壞的原因分析，包括財政因素、人事制度因素、政治因素社會文化因素等；三為當時人士所提出的改進建議；四為本文對行政倫理研究的啟發。

It includes four parts: the first part is to describe the breakdown of administrative ethics after Opium War; the second part is to analyze the reasons why administrative ethics rotted at that time; the third part is to study the methods which tried to improve the breakdown provided by people at that time; the fourth part is trying to get some heuristic meaning for administrative ethics from this study.
