This article attempts to study the breakdown of administrative ethics in Ch'ing after Opium War. It includes four parts: the first part is to describe the breakdown of administrative ethics after Opium War; the second part is to analyze the reasons why administrative ethics rotted at that time; the third part is to study the methods which tried to improve the breakdown provided by people at that time; the fourth part is trying to get some heuristic meaning for administrative ethics from this study.
