For Taiwan people, one of the most urgent issue for now must be the study on the impact towards Taiwan by joining WTO and how to cope with that influence. In this paper, we based on the perspective of upgrading the regional competitiveness, explored the emergence of regional economy, the challenges of regional development and the strategies of region marketing; we also developed related questionnaires to understand how the officer working in South Taiwan think about ”regional development”. Our purpose is to provide with some conclusion and suggestions which can benefit Kaohsiung's regional competitiveness after Taiwan entry into WTO.
