摘要

資訊與傳播科技的突飛猛進深深地影響著公共行政的實際運作，面對公共問題的日趨複雜和不確定，如何運用資訊科技來處理資訊，進而妥善地運用資訊，提升決策的品質成爲地方治理的重要課題。地理資訊系統(GIS)已經廣泛地被運用於公共事務的解決，我國政府推動國土資訊系統的努力，也獲得相當豐碩的成果和經驗累積。本文一方面將簡略介紹ICTS在公共行政和政策的潛在功能，闡述地方政府運用GIS的潛在利益與可能遭遇的困難，並且嘗試說明GIS在我國公共部門的運用情況；另一方面將透過模擬案例的示範，展示GIS的實際操作過程，並藉此提出地方政府推動GIS的具體政策建議。

Public administration has been affected by the development of Information and Communication Technologies (ICTs) substantially. To tackle with the increasingly complex and uncertain problems, how to fully utilize ICTs for processing and applying information has becoming a crucial issue for local governance. For the above mentioned purpose, Geographic Information System (GIS) has been widely used in solving public issues in many countries. Efforts devoted to the development of the National Information System (NIS) by our government are impressive, and substantial results and experiences have been accumulated. However, public administration community has yet to explore this area. This article will first briefly introduce GIS' potential functions in public administration and policy, and the probable obstacles in its applications. Then, a hypothetical case will be demonstrated for illustrating the actual operation procedures of GIS. Finally, some policy recommendations regarding how local government can promote and utilize GIS are provided for consideration.
