台灣公職人員選舉賄選現象之研究
The Study of the Vote-Buying Phenomenon in Taiwan's Public Officials Elections
摘要
Vote-buying has been a notorious phenomenon at all levels of public officials elections in Taiwan. There are many factors associated with the causes of vote-buying.. This study starts by analyzing the causes of vote-buying in Taiwan from the following three dimensions: the relationship between the candidates and voters, the rules of electoral district, and local political factions. Then, the author argues that, compared to the multi-member district system, the single-member district system is more conductive to reducing vote-buying. Third, the connection between local political factions' supporting system and public officials' election has also been discussed. Finally, some solutions to ameliorating voting-buying phenomenon, such as wiping out corruption, investigating bribery, educating voters, and appropriate legislation, are suggested.

公職人員選舉賄選現象困擾台灣多年，政府相關部門一直思考如何改善選風。產生賄選現象的影響因素很多，本文首先從候選人與選民、選舉區制度、地方派系三個面向，分析我國歷年來各類公職人員選舉賄選現象的成因；而賄選現象最嚴重的是在鄉鎮地方公職人員選舉，主因在於台灣特有的綁樁賄選就是由基層人員進行。 其次，單一選區制是否比複數選區制有助於降低賄選現象，雖然學界正反意見皆有，本研究認為單一選區制有助於降低賄選行為。第三，台灣地方派系樁腳系統與公職人員選舉的關聯性，也是本文探討的重點。最後，本文提出改善台灣公職人員選舉賄選現象建議－肅貪、查賄、教育選民、立法規範。
