地方機關員工協助方案實施成效之研究-以新北市區公所為例

A Study on Implementation Effects of Employee Assistance Program in Local Authorities-By the Case of District Office of New Taipei City Government

摘要


本研究旨在探討地方機關人員對員工協助方案實施成效之意見,以新北市區公所人員為研究對象進行「員工協助方案實施成效」問卷調查,期能了解協助方案認知、服務項目滿意度與服務成效之關聯情形。研究結果發現:(1)協助方案認知、服務項目滿意度及服務成效等構面上已達同意,尤以服務成效為最高程度;(2)員工之不同婚姻狀態、服務年資及職務別在協助方案認知、服務項目滿意度及服務成效上呈現部分顯著差異;(3)協助方案認知對服務項目滿意度、服務項目滿意度對服務成效,以及協助方案認知對服務成效均呈現正向顯著影響。根據研究結果提出相關建議,俾為地方機關持續推動員工協助方案之參考。整體而言,員工協助方案是一項良好的策略性管理工具,值得地方機關應用及推展。

The purpose of this research is to study the opinions of local government officers on the effectiveness of implementing Employee Assistance Program. The officers of district offices in New Taipei City Government were selected as samples to investigate the effectiveness of implementing EAP by the method of questionnaire, in order to understand the correlation of cognition of EAP, satisfaction of service items and effectiveness of service. The results of research are as follows: the first, the aspects in terms of cognition of EAP, satisfaction of service items and effectiveness of service were agreed, especially effectiveness of service was the highest degree. The second, the variance of marriage, working year and position had partial significant difference in the cognition of EAP, satisfaction of service items and effectiveness of service. The third, cognition of EAP to satisfaction of service items, satisfaction of service items to effectiveness of service and cognition of EAP to effectiveness of service significantly showed a positive effect. The suggestions of this research are available for government institutions as the reference of EAP future implementation. Overall, EAP is a good strategic management tool, it is worth for local authorities to apply and promote.
