公共行政美學的系譜學研究

本論文企圖依循公共行政人文主義取向的研究風格，期望能建構公共行政美學的一個初步研究方向，在這方面，強調公共行政的研究應該注重有關人性本質、本體論、知識論與方法論方面的假定，基於這些假定才能對本身研究對象本質有更豐富的理解。而在這個理解的基礎上，透過一些審美判斷的活動，可以對當前人類處境和公共事務複雜性有更多深刻反省的認識。本論文也強調公共行政學者與實務人員，和一般公民大眾一樣，會對所見所處的境遇做出鑑賞及審美判斷，期能養塑及融合不同領域的人類智慧來解決所共同面對的公共事務問題。特別是根據Michel Foucault的系譜學分析途徑及相關文本與論述分析途徑，對一些公共事務問題現象與案例進行一種審美式的意義詮釋與反省，期望鼓勵推動這類型的研究旨趣，能促進公共行政研究者與公務人員對美學涵養及自我鍛鍊能力的重視，以豐厚整個領域的相關行動者之生存美學境界

Following the humanistic study style of public administration, this article attempts to construct a preliminary research orientation. In this respect, the assumptions about human nature, ontology, epistemology, and methodology shout be given more emphasis in the study of public administration. Based on these assumptions, we can get more rich understanding about the nature of study objects in this field. Furthermore, based on this understanding, we can initiate a series of aesthetical judgment activities, by which we can have deeper reflections on contemporary human conditions and complex public affairs. This article also emphasizes that public administration scholars and practitioners, facing the same issues of ontological security and existential anxiety as ordinary citizens, could make aesthetic appreciation and judgment. In such a way, they can reconcile and integrate different fields of human wisdom to resolve wicked policy problems. The research orientation presented in this article will provide an alternative way of aesthetic judgment, especially according to Michel Foucault’s approach of genealogical analysis, as well as using the relevant approaches of text analysis and discourse analysis, to improve public administrator’s abilities of self-discipline and to abound their horizon of aesthetics of existence.
