知識經濟下公務人力之英語培育研究:109年高普考基礎訓練英語課程實施成效為例

Exploration of the English Learning of Civil Servants for Knowledge Economy in Taiwan: A Case Study of Basic Training for Personnel Newly Passed the Civil Service Examinations

摘要


「2030雙語國家政策」是我國當前最重要的培訓議題,主管文官訓練的公務人員保障暨培訓委員會即請國家文官學院依據政策開發適性的英語課程。據此透過文獻研究探析「知識經濟」對於人才定義與英語培力與環境應用的需求,佐以文官學習科學模型探討課程設計的適切性。透過學員問卷的回饋,與統計分析發現,文官學院創辦的「公務實用英語」加上「English Corner」的英文培訓方式,適切符合知識經濟的發展以及公務實用的需求。

Taiwan's 2030 goal to become a bilingual nation that is the most important training issue in our country. The Civil Service Protection and Training Commission, which is in charge of civil service training, requested the National Academy of Civil Service (NACS) to develop the English courses with the policy. Based on this, through literature of knowledge economy research, we know the people's talent definition, English training and environmental application, and explores the appropriateness of curriculum design with the scientific model of civil service learning. Based on the feedback from the statistical analysis, it is found that the "Practical English for Official Business" and the "English Corner" training method established by the NACS fits the development of the knowledge economy and the practical needs of official items.
