社區志工聯絡誰？從社區志工觀點探究自主防災社區關鍵行動者之災害防救知識中介功能與網絡

摘要

雖然過去研究對於自主防災社區推動的方式、過程已有不少描述、討論和反省，但對於社區中多元行動者，在推動社區自主防災工作中所扮演的角色功能，以及形成的社會網絡關係，仍有待相關實證研究的累積。有鑑於此，本研究選定六處位處北、中、南部具推動自主防災社區經驗的鄰里社區，透過問卷調查當地參與自主防災社區工作之社區志工，藉由描述性統計與社會網絡分析法，探究當地防災社區志工對於本身所處的社區推動自主防災之認知情形，並從知識傳遞、知識連結、培力、反映資源需求、解決困難等知識中介不同功能面向，描繪志工觀點下當地自主防災社區多元行動者的面貌。研究成果有助進一步了解自主防災社區中關鍵行動者的災害防救知識中介功能以及其社會網絡樣態，以作為思考未來自主防災社區推動策略之參考。

Although past studies have reviewed and discussed about the concepts and cases of disaster-resilient community in Taiwan, we still know limited about the roles, functions, and networks of key actors in these communities based on the results of empirical analysis. To fill the gap, this study selects six communities in northern, central, and southern Taiwan and surveys their disaster preparedness and response community volunteers. By conducting descriptive analysis and social network analysis with survey data, this paper analyzes these volunteers' perception of disaster-resilient community, and studies the functions and networks of local key actors in these communities from volunteers' perspective based on the theoretical lens of disaster management knowledge brokering. This paper expects to advance our understanding and knowledge in both academic and practical ways regarding the functions and networks of local key actors in disaster-resilient communities in Taiwan.
