諸多研究指出基層官僚於執行政策計劃時會出現問題。最近文獻進一步提到政策執行需要考量實際情境與執行人員的心理認知狀態,一旦基層官僚出現所需執行的政策與個人心理認知不同時,就可能出現政策異化情況。本文導入政策異化觀點與應對方式,採用深度訪談與文獻回顧方法,嘗試瞭解第一線海上巡邏人員是否具有政策異化情況,政策異化對海巡機關可能造成的結果為何。研究結果發現海上巡邏人員似乎普遍在執行取締大陸漁船越界捕魚政策時存在政策異化現象。若海上巡邏人員政策異化程度加劇,可能出現無意願執行或難以在行為上支持政策,將影響政策執行成效,海巡機關要著重思考如何減低第一線海上巡邏人員的政策異化問題。
Research mainly looked at problems public professionals have with specific policy programs. However, policies are not developed in a vacuum. Currently, there is intense debate on the context and a cognitive state of public professionals during policy implementation. When a public professional who interacts clients has a general cognitive state of psychological disconnection from the policy program being implemented, he/she may experience policy alienation. The central research is addressed by means of literature reviews and in-depth interviews. The author introduces the terms of "policy alienation" to explore whether front-line maritime Patrol officers experience policy alienation when implement the policy of clampdown on trespassing Chinese fishing boat. It appears that street-level maritime Patrol officers might experience policy alienation in general. When front-line maritime Patrol officers get further in experiencing that the policy is meaningless, they will be reluctant to implement it and will show more negative behavior regarding the policy. Therefore, Taiwan Coast Guard agencies need to focus on how to reduce the severity of policy alienation of front-line maritime patrol personnel.
