以禮論議：儒家「禮」思想與公共議題中的利益協調
Discussing through Etiquette: Confucian "Ritual" thought and the Coordination of Interests in Public Issues
摘要
隨著全球化、數位化和多元文化的崛起，各種公共議題如環境保護、能源政策等，反映出多元價值觀的碰撞與利益矛盾的張力，使得現代公共管理利益協調有著日益複雜的挑戰。在此背景下，儒家「禮」思想作為核心理念之一，提供了重要的倫理框架和實踐指引，不僅強調柔性規範和程序正義，也致力於促進公共利益的平衡與社會和諧。本文先討論了儒家「禮」思想的內涵，包括其在行為規範、道德實踐、社會秩序和人際關係調解中的功能。由於公共利益概念的模糊，本文通過探討「禮」思想的內涵，以及在當代多元化社會中的課題，特別是在能源政策如臺灣廢核議題中，闡述如何運用「禮」的原則促進不同利益相關方之間的溝通、包容與共識，從而實現可持續發展和社會穩定。本文認為，儒家「禮」思想在現代公共議題中具有超越時空的啟示意義。將其核心價值融入公共利益的協調框架中，能有效應對價值衝突與文化多樣性帶來的挑戰，促進政策的公平、透明與包容，最終實現社會的長期和諧與可持續發展。

With the rise of globalization, digitalization, and multiculturalism, modern public administration faces increasingly complex challenges in coordinating interests among diverse stakeholders. Public issues such as environmental protection, social equity, and energy policy highlight the tension between conflicting values and interests. Against this backdrop, Confucian thought on social norms (ritual propriety) offers a significant ethical framework and practical guidance. As a core concept of Confucianism, social norms emphasizes soft regulation, procedural justice, and the pursuit of harmony in balancing public interests. This paper examines the essence of Confucian social norms, including its roles in behavioral norms, moral practice, social order, and conflict mediation. By exploring its application in contemporary multicultural societies, the study proposes that Confucian social normscan provide innovative approaches to policymaking and interest coordination. Specifically, the paper discusses how social norms principles can be utilized in energy policy debates, such as Taiwan's nuclear energy controversy, to foster dialogue, inclusivity, and consensus among stakeholders, thereby achieving sustainable development and social stability. The findings underscore the timeless relevance of Confucian social norms in modern public issue management. Incorporating its core values into governance frameworks can effectively address challenges arising from value conflicts and cultural diversity, enhancing policy fairness, transparency, and inclusivity while promoting long-term societal harmony and sustainability.
