摘要


台灣通訊產業起源於OEM及ODM製造,由於其近年在製造技術上的進步,使得ODM製造成為通訊產業之主流。台灣製造廠商在成本控制上成效顯著,其成本約比國際大廠低10%-20%。在產品方面,台灣之特色為用戶端通訊終端設備及整合技術之發展,其2004年的手機產量佔全世界的8.5%,而產值則僅佔4.1%。這其中最主要的原因在於製造業者未能掌握第二代及第三代手機設計製造的關鍵智慧財產權(Essential IP)。第四代無線通訊將於2007年開始制定標準,這是台灣積極參與標準制定及爭取關鍵智慧財產權的大好機會,因此工研院將研發最先進的第四代無線通訊技術並訂為其長程目標。為配合全球3G市場起步,工研院己完成WCDMA Common IP/IC核心技術開發,並加速落實其核心晶片技術及團隊至業界。此外為因應臺灣通訊業界之中、短程的需要而制定了Wi-Voyager及iB3G計畫,以高速無線區域網路(High Speed WLAN)、無線都會網路(WMAN)、無線個人網路(WPAN)、以及微小化射頻設計等技術為主軸。工研院藉此完整之短、中、長程計畫以扶持國內無線通訊產業掌握自有的關鍵智慧財產權,並提供業界中、短程之需求,以加速其由代工產業升級為研發自主的產業,進而提升產品在國際市場之競爭力。本文將詳細介紹工研院在無線通訊技術發展上之短、中、長程計畫。

The Taiwan telecommunications industry is experienced in OEM/ODM production. The improvement of manufacturing technology in recent years has made ODM business the mainstream of the industry. Manufacturers in Taiwan are effective in controlling cost. In general, it is about 10%-20% lower than the production cost of other major international manufacturers. In terms of products, Taiwan is experienced in the technology development of user's communications terminal equipment and product integration. Taiwan produced 8.5% of the world's mobile phones, but only generated 4.1% of its total product value. The main reason is because Taiwan's handset manufacturers do not own the essential IPs in 2G & 3G handset design. For future 4G wireless communications, that will not start standardization until 2007, there is a chance for Taiwan to contribute and generate some essential IPs in 4G standard bodies. Thus, developing cuffing edge 4G core technologies is the long-term goal of ITRI for Taiwan's wireless communications industry. ITRI has just completed its 3G WCDMA common IP project and it is time to transfer this technology to the local industry and compete in the world handset market. In the meantime, ITRI is developing the Wi-Voyager and iB3G program plans to serve the near- and mid-term needs of local industry. In these technologies, high speed WLAN, WMAN, WPAN, and miniaturization of RF design technology are the main focuses. After the completion of its near-, middle-, and long-term goals, Taiwan's wireless communications industry will be a strong competitor in the world market. In this paper, ITRI's short-, middle-, and long-term wireless communications technology development plans will be discussed in detail.
