運用醫院電子病歷進行傳染病通報之效益評估

Reporting Notifiable Infectious Diseases by Using Hospital Electronic Medical Record Systems: An Effectiveness

摘要


早期疫情監測式傳染病防治重要的工作,利用資訊科技提升通報時效性;隨著資料雲端化概念及資料自動交換標準日益成熟,疾病管制署(TCDC)於2013年結合醫療院所電子病歷進行傳染病通報作業,逐漸朝向簡化醫院端傳染病通報流程及縮短疫情通報作業時間,降低通報人員及時間成本,提高防疫工作成效。未評估運用醫療院所電子病歷進行傳染病自動通報之效益及滿意度,以作為未來推廣電子病歷進行傳染病自動通報政策之參考,本研究針對全過20家參與「運用醫院電子病歷進行傳染病通報計畫」之工作人員,以結構式問卷方法,評估運用醫院電子病歷自動通報之效益及滿意度;評估結果顯示73%人員認為運用醫院電子病歷自動通報是較傳統網站通報容易進行,尤其是可改善重複登錄個案所耗費時間;完成一筆通報單報告時間平均減少2分50秒;78%人員滿意運用醫院電子病歷自動通報傳染病的方式,特別是在減少登陸錯誤率及遺漏率。

Early detection of infectious disease outbreaks is priority for infectious disease prevention and control. The disease reporting timeliness can be improved by using information technology. With the increasing popularity of cloud computing technology and the application of information exchange standards on automatic data transfer, Taiwan Centers for Disease Control (TCDC) had cooperated with selected hospitals to improve notifiable infectious disease reporting by using hospital electronic medical record(EMR) systems since 2013. TCDC hoped to simplify the hospital workflows of infectious diseases reporting and to reduce the staffs’ workload, with which the effectiveness of disease prevention work could be improved. In this study, we use a structured questionnaire to conduct satisfaction surveys among the staffs of 20 hospitals participated in the TCDC’s project of "Reporting Notifiable Infectious Diseases by Using Hospital EMR Systems", in hopes of providing recommendations for strategies on project promotion in the future. The result showed that 73% of hospital staffs considered reporting diseases using the hospital EMR system was easier than that of using the original web-based reporting system. In addition, the time required for double-entry of reporting data has significantly reduced. The time required to complete reporting a case has been decrease by 2 minutes and 50 seconds. 78% of the hospital staffs were satisfied with disease reporting using hospital EMR, in particular the reduction of data entry errors or missing value.
