醫院藥品採購合約減紙及作業流程改善之成效分析

本醫院對正副本各兩份且單面列印之五大類藥品採購合約啟動減紙改善活動，期望透過本專案減少不必要成本支出。首先檢視藥品採購合約作業流程，並以5W2H手法歸納問題點且配合廠商對藥品採購合約作業之低滿意度，得知紙張過多的八項原因後，分為兩項方案進行改善：藥品採購合約品項精簡方案與藥品採購合約紙張簡化方案。執行後，可減少19%的品項簽訂合約，故每年平均用紙量由3,478張降至2,817張；由一式四份與單面列印改為一式兩份與雙面列印，可縮減75%紙張量，則可再降至704張，故每年減少紙張數為2,774張。以A4影印紙規格每包500張換算後，每年可節省約5.5包影印紙，十年效益為55包影印紙。本專案在節省紙張成本上雖對醫院整體之長期成本效益影響不多，但後續會將本次減紙成效平行展開至其他採購合約作業，進而提升全院性人力、物料與空間之成本管理效益，也望作為其他醫療機構在醫務管理上之學習參考。

The hospital has launched a paper reduction improvement for the five major types of drug procurement contracts that require two originals and two copies and are printed on one side. We hope to reduce unnecessary costs through this project. Firstly, we inspected the operation process of the drug procurement contract and use the 5W2H method to summarize the problem points and cooperate with the manufacturer's low satisfaction with the drug procurement contract operation. After knowing the eight reasons for the excessive paper, we have improved with two solutions: an item-reduction plan and a paper-simplification plan for drug procurement contracts. After the implementation, 19% of items can be reduced to sign contracts, so the average annual paper consumption is reduced from 3,478 sheets to 2,817 sheets and it was from quadruplicate and single-sided printing to duplicate and double-sided printing. It can be reduced by 75% of the amount of paper and be further reduced to 704 sheets, so the annual reduction of paper sheets is 2,774 sheets. Based on the conversion of 500 sheets of A4 photocopy paper per pack, about 5.5 packs of photocopy paper can be saved every year, and the ten-year benefit is 55 packs of photocopy paper. Although this project in terms of saving paper costs has little impact on the long-term cost-effectiveness of the hospital, the paper reduction effect will be extended to other procurement contract operations in the future. We hope this expansion to enhance the hospital-wide cost management efficiency of manpower, materials and space. It is also expected to be used as a reference for other medical institutions to learn in medical management.
