中正理工學院教育資源運用效率之研究

摘要

由於國防預算日趨緊縮，進而對軍校教育資源產生排擠效果，在教育資源有限的情況下，教育管理者除了達成教育使命與目標外，對於如何有效率的運用教育資源，也成為必須面對的責任與挑戰。本研究以中正理工學院為例，探討軍事教育資源運用之效率，針對缺失尋找形成原因與改進方向。首先，彙整中正理工學院與國內七所國立科技大學相關資料作為分析比較對象，應用資料包絡分析法(Data Envelopment Analysis, DEA)評估各單位相對效率高低；其次，進行各變數差異分析，尋求效率改進方向；最後，經由實際數據分析結果，提出幾項改進建議，包括在組織結構面與財務管理面兩部分，期望經由此項研究與建議，對軍校教育資源運用效率之提升有所助益。

Due to the shrinkage on National Defense budget, military academic resources have been limited. Under such circumstances, the management should know ho to utilize the limited academic resources efficiently in addition to reaching academic goals and completing education responsibility. This research will focus on the efficiency of utilizing the resources and provide suggestions on improving the current system based on existing disadvantages. First of all, we compared data collected from Chung Cheng Institute of Technology (CCIT) and other seven national universities of technology. We used Data Envelopment Analysis (DEA) to evaluate relative efficiencies among these institutes. Secondly, based on these data, variance analysis vas made in order to find solutions to improve the efficiency of resources management. According to the analysis result, this paper provides some suggestions, including improvements on organization structure and financial management. We hope that through this research, the efficiency on operating military academic resources can be enhanced.
