台灣中小企業策略聯盟發展方向之探討～以配合亞太營運中心計畫為例

摘要

本文旨在探討台灣中小企業應如何配合亞太營運中心計畫發展策略聯盟，以確實掌握未來之成長發展機會，並因應日益激烈之競爭環境。根據185家台灣中小企業之調查結果發現，中小企業目前雖面臨競爭激烈及資源不敷運用等經營困境，但均表達具有意願配合亞太營運中心計畫發展策略聯盟，以改善及提昇其競爭地位。歸納中小企業對發展策略聯盟之意向及需求，在配合亞太營運中心計畫發展策略聯盟時，應先行發展行銷導向聯盟，由國內外大型企業帶領中小企業開拓亞太地區市場，俟中小企業累積聯盟運作經驗後，再與其他中小企業進行合作，交換及發展所需之技術資源及能力。而政府及學術機構則應扮演宣導、推動及整合之角色，提供中小企業在發展策略聯盟時所需之必要協助。

The purpose of this study is to analyze how Taiwan small businesses should develop their strategic alliance under the plan of developing Taiwan as an Asia-Pacific Regional Operations Center (APROC). The results of a survey from 185 small businesses in Taiwan shows all Taiwan small enterprises have strong willingness to form strategic alliances under the APROC plan. The result also shows Taiwan's small business first should develop marketing-oriented strategic alliances, led by large enterprises, for exploring Asian regional markets. After having substantial experience in strategic alliances, small businesses can form strategic alliances with other small businesses to develop technological-oriented alliances and other alliances. Taiwan Government or academic institutions are recommended to act as catalysts for setting up a link to increase the possibility of creating such alliances.
