摘要

本研究探討台灣的都市交通政策，主要針對“台北都會區大眾捷運系統計劃”進行個案研究，試圖瞭解在特定社會與歷史脈絡中之國家，如何透過政策的中介，來因應與處理都市發展過程中的交通問題，並且進一步地塑造都市空間。同時，也試圖去探究國家對都市空間結構影響的特殊關係之內部邏輯。
首先，本研究經由對批判之政治經濟學的文獻回顧，初步地掌握國家與都市交通的性質，建立分析的臨時架構。並進一步透過戰後台灣的都市化過程、台北市的都市發展政策與都市交通政策的變遷，提供台灣都市交通的社會與歷史脈絡之整體認識基礎。
之後，本研究進入個案主題，審視台北都會區大眾捷運系統計劃的規劃、決策與執行過程，並就政策建構與實際執行間的差距，討論計劃的執行困境與對台北市都市空間結構的影響。從而就經濟、政治和意識形態三個層次分析其矛盾之社會意義。
最後，本研究整理出四點台北市即將面臨的都市交通結構性危機，並提出歷史轉折點上都市（交通）的發展趨勢，做為對台北市都市交通發展過程之變動中的觀察。

The metropolitan transportation policy in Taiwan is studied through an analysis of the ”Taipei Mass Rapid Transit System Program”. State policy responses to development-induced transportation problems and unban spatial structuring are placed in historical, economic, and social context. Attention is given to the logic of state and urban spatial structure.
An analytic frame is built upon a review of the urban political economy literature. The historical context of metro transportation is given in a recounting economic development, urbanization, and policy sine WW Ⅱ. The case is examined through planning, decision making, and implementation of the ”Taipei Mass Rapid Transit System Program”. The gap between policy and result, difficulties of implementation, and influence on urban spatial structure leads to an exploration of the contradictory social meanings entailed. The author summarizes four structured crises in metro transportation and proposes a trend for the future.
