摘要

臺灣地區現階段砂石供需呈現區域性供應不足狀態，需以各項調配措施因應；另就長期而言，鑒於河川砂石供應量逐年遞減，各區域亦將面臨砂石供應短缺之窘境，政府機關需預為綢繆規劃；又北、中、南、東各地區相關料源之合宜供應比例，為推動及執行政策成效良窳之關鍵，宜先有通盤性之檢討，始能就各種料源規劃供應量予以合理配置，據以釐定砂石開發及政策環評等規劃方針。

Regional unbalance in supply and demand of sand and gravel in Taiwan is required adjustment by various measurement. Over the long term, decreasing production of sand and gravel produced from rivers reduced year by year can cause a supply shortage; therefore the government needs to find an efficient strategy to solve the critical issue in advance. The key point to make it succeed is a reasonable distribution of all the sources from difference reserves in each area with a good exploitation plan and Strategic Environmental Assessment (SEA) on sand and gravel.
