The domestic flights have long been experienced with frequent flow control due to air traffic control and airport capacity limit in Taipei Sung-Shan Airport (TSA). Flow control causes not only serious flight delays, but also impacts passengers' convenience and arises flight safety concerns Looking into flow control problems, we can easily find that the defects are focused on the dense flight scheduling and the single runway limitation in TSA. This paper studies the domestic flight scheduling relating to TSA, and applies the peak-shaving algorithm to improve the irrational peak flow assignment problem using airport historical data. In addition, this paper also presents the airport capacity analysis of TSA in perspective. The result of this study can further be applied to the developing flow control system for TSA.
