摘要

中華航空公司B-1816飛機於83年4月26日晚8時17分左右（日本時間）失事，271人中264人死亡，7人重傷，迄今已歷時兩年餘，日本交通部航空事故調查委員會(AAIC)對本案進行冗長詳細的調查。調查報告已於85年7月19日下午3時30分在東京正式發布，肇事原因涉及飛機設計不週全及駕駛判斷操作不當。本文就失事之初，涉及醫學調查與血中酒精之爭議，提出說明。同時也就日本飛機失事之調查組織、相關法令提供參考。

In the accident of China Airline's airplane B-1816, on April 26th, 1994 around 8:17 p.m. (Japan local time), out of 271 passengers 264 were dead, seven seriously injured. Till now more than two years, the Aircraft Accident Investigation Commission of Japan was undergoing deep and careful investigation for this case. The result of the investigation was formally announced at Tokyo on July 19th, 1996. The causes of the accident involve no proper design of auto flight system of Airbus 300 of the airplane and pilots poor judgement and operation, also arguments of medical investigation about alcohol level in the blood, providing description. At the same time the Japan aircraft accident and investigation organization related laws provide references.
