摘要

處「干擾－反應」環境的國家，有明確的敵對國，兩者間採干擾－反應行為。此類國家為求敵我軍力的均衡，必須投入大量資源於國防部門，且又須慮及非國防部門的發展。因此，在國防預算規模的決定上遭遇相當大的困難。本研究指出處在此類環境之國家可採行的國防預算規劃策略，並經由系統動態模式之構建和操作，暸解不同的預算規劃策略對國防預算規模的影響，進而指出我國宜採行的國防預算規劃策略。

The countries under the disturbed-reactive environment have apparent enemy and disturbed-reactive behavior. While put enormous resources in defense sector to find the military equilibrium, these countries also develop their non-defensive projects, Thus, the extremely difficulty determining defense budget size is resulted. This paper indicates the planning strategy for defense budget size for the countries under this environment. Through the application of system dynamic model, we can understand the impact of distinct defense budget planning strategy on the defense budget size. In addition, the defense budget planning strategy of ROC is figured out.
