台灣石油及石化產業面對自由化與國際化之挑戰與因應對策

摘要

石油是20世紀世界最大宗的貿易商品，也是影響全世界經濟活動最廣泛、最深遠的一種能源。石油及石化產品在人類日常生活應用之廣，可謂無出其右者。因此，石油及石化產業的發展，向為世界各國所重視。
自由化與國際化是當前數位化時代下企業經營之重要課題，也是政府財經政策的首要方針，石油及石化產業之經營亦不例外。尤其在台灣即將加入WTO 及兩岸未來三通之後，過去長年以來獨(寡)占的油品市場及目前已面臨嚴峻國際競爭的石化產業均將遭遇更多挑戰。而因應國際競爭的最佳方法即是藉自由化與國際化，來達到提昇產業競爭力之目的。因此本文針對石油及石化產業面臨國際化與自由化所遭遇之挑戰，提出因應之道，以期對石油及石化產業有所裨益。
以下首先回顧石油及石化業過去的發展與貢獻，其次針對台灣應否發展石化業加以分析。接著探討自由化與國際化的內涵，以及「企業家精神」與「公眾利益」問題。再者，討論中油公司再定位及其轉型規劃。最後則提出自由化與國際化下應強調「公平競爭」與「法制化」的論點，以及結論與建議。

The purpose of this paper is to undertake an examination of the way in which the petroleum and petro-chemical industries of Taiwan are dealing with the trend towards liberalization and internationalization. In order to achieve this objective, we first review and evaluate the history and contribution of the petroleum and petro-chemical industries in Taiwan before moving on to a discussion on the definition and challenges of liberalization and internationalization. The potential confliction between enterprises and public interests is also explored, followed by an identification of the repositioning of the Chinese Petroleum Corporation (CPC). The paper concludes with some recommendations, which place an emphasis on fair competition and institutionalization.
