建置石化廠行動消防巡查檢點系統與自動檢查表單電腦化作業

Building a Computerized Process for Mobile Fire-Fighting Patrol Checking Point System and Automatic Inspection List Operation in Petrochemical Plants

摘要


工業安全管理主要是為了降低職業災害發生的機率,若能確實執行標準化的作業流程,才能降低職業災害,由於工業安全與現場環境的關係是密不可分的,無論在製造業、化工廠或是石化業對於安全衛生管理與工安事件的預防更是必須相當的謹慎嚴密。本研究的主要目的是為落實工安消防衛生的定期巡查作業與自動檢查制度,利用資訊技術來取代傳統的紙本記錄作業,藉由巡查檢點資訊化作業與安全衛生自動檢查表單電腦化的導入可記錄巡檢人員是否確實抵達巡檢現場,進行制定標準的巡查或技術操作步驟,以減少人為的疏忽所造成的工廠意外事件,為各級人員能自行發現職務內之機械設備、行為動作及作業環境等之潛在危險及異常之自主檢查,以延長設備的使用壽命。

The main purpose of industrial safety management is to reduce the probability of occurrence of occupational hazard. However, occupational hazard can not be reduced if the standardized processes were not enforced effectively. Moreover, with the fact that the industrial safety has been significantly relied on the situation of its environment, the management of environment health & safety and the preventative measures of hazard must be planned and controlled comprehensively in the industries of manufacturing, chemical and petrochemical plants. The purpose of this study is to implement the regular inspections and the automatic checking system of health and fire-fighting operations through using information technology to replace traditional process of paper record. By the introduction of automated information processing and computerized health & safety inspection list, important data could be recorded completely, including the visits of patrolman, standard inspections and the steps of technical operation. Consequently, not only the accidents of factory caused by human negligence can be reduced, but personnel of different levels can discover the potential hazards resulted from mechanical equipments, operational behavior, environment of process and the automatic inspection of abnormity as well, to prolong the lifetime of equipment.
