油罐汽車營運之環境與安全衛生風險評估

Risk Assessment of the Operation of Fuel TankTrucks in the Perspectives of Environment, Safety and Health

摘要


一般企業的所有活動均涉及風險,維護環境品質並保障人員安全衛生,為企業管理者首要之務,而油罐汽車在灌裝、運送及卸收等過程中,如有操作、處理或管理不當,致外洩、燃燒或爆炸,對環境與安全衛生之危害風險,較一般車輛之交通事故高出甚多,如何預知、預防、迴避及控制油罐汽車營運風險,乃油罐汽車營運業務管理者當務之急。本研究先進行包含ISO 14001環境管理系統、OHSAS 18001職業安全衛生管理系統及ISO 31000風險管理標準等文獻回顧,探討及建立環境與安全衛生管理系統,並檢視國內某油公司油罐汽車營運現況,深入研討油罐汽車營運對環境與安全衛生之危害風險,再結合風險管理機制與PDCA規劃、執行、檢查及行動之循環管理模式,建立風險評估架構與作業流程,透過風險鑑定、風險分析及風險評價等步驟進行風險評估,並依危害嚴重度和風險發生可能性比較排序,將風險區分等級,以得到風險評估結果,進一步提出相關結論與建議,作為風險管理決策之參考,期能達成預知、預防、迴避及降低風險的目標。

Almost all activities in general enterprises are related to risks, it is the top priority for business manager to maintain quality of the environment, and also to ensure safety and health of their workers. Nevertheless, the risk of harming environment, safety and health from any improper operation, handling or management during the process of fuel tank trucks; including loading, transportation and discharging, and consequently result in spill, combustion or explosion; which is much higher than other ordinary traffic accidents. Operating managers treat the issues of risk foreknowledge, prevention, avoidance and control in fuel tank trucks operating, therefore as the most pressing matter of the present.This study proceeded literature reviews which include ISO 14001 environmental management system, OHSAS 18001 occupation safety and health management system and ISO 31000 risk management standard, also discussed and established environmental, safety and health management system. Furthermore, we inspected the present fuel tank trucks operating conditions of a certain oil company in Taiwan, probed into the risks of jeopardy caused by operation of fuel tank trucks, then combined the risk management mechanism and PDCA (Plan-Do-Check-Act) which is an iterative management method to establish the frame and process flow of risk assessment. Assessing the risks in accordance with the procedure in turn of risk identification, risk analysis and risk evaluation, and also compared for ranking according to the extent of damage and the probability of risk occurrence in order to acquire the result of risk assessment. Moreover, we proposed related conclusions and suggestions of risk management decision making for reference and expect to obtain the objectives of risk foreknowledge, prevention, avoidance and reduction.
