台灣電動車產業政策與推廣措施之探討

摘要

隨著氣候變遷與空氣汙染日益嚴重，全球加速進入電動車時代，腳步最快的挪威及荷蘭，宣布2025年起禁售汽柴油車款，汽車製造大國德國也計畫自2030年起禁售燃油車款，法、英則宣布自2040年起禁售。不僅如此，最大汽車市場中國也將在2040年淘汰汽柴油車款；第5大汽車市場印度也將在2030年淘汰汽柴油車。行政院於106年12月宣布燃油車全面淘汰時程：除原定2019年底全面禁售二行程機車外，亦宣布2030年公務車輛全面電動化、2035年機車全面電動化、2040年汽車全面電動化等目標，展現空氣污染防制的積極作為，使電動車發展再次成為焦點。然台灣電動車政策及推廣實已進行多年，本文針對台灣電動車產業政策與推廣措施進行研究，除探討台灣電動車輛政策目標及願景、推動策略與作法、推動現況與成果外，並針對台灣電動車輛相關規範與測試程序及未來發展趨勢，進行研究探討。

As climate change and air pollution become more serious, the world is accelerating into the era of electric vehicles. Norway and the Netherlands, which are the fastest pacers, have announced that they will ban the sale of gasoline and diesel vehicles from 2025. Germany, a major automobile manufacturer, also plans to ban the sales of petrol and diesel vehicles since 2030. In addition, France and Britain announced that they would ban sales from 2040. Not only that, China, the largest auto market in the world, will also eliminate gasoline and diesel cars in 2040; the fifth largest auto market in India will also eliminate gasoline and diesel cars in 2030. Taiwan announced in December of 2017 that the fuel vehicle was completely phased out. In addition to the original ban on the two-stroke engine at the end of 2019, it also announced that the official vehicles will be fully electrified in 2030, the motorcycle will be fully electrified in 2035, and the car will be fully electric in 2040. However, the policy and promotion of electric vehicles in Taiwan have been carried on for many years. This article focuses on Taiwan's electric vehicle industry policy and promotion. The goal of Taiwan's electric vehicle policy objectives, promoting strategies and practices, promoting current status and achievements, vehicle related specifications, test procedures and future development trends are discussed.
