VOCs自主檢測智慧化系統應用之探討

摘要


為了降低空氣污染,環保署針對石化業訂定了「揮發性有機物空氣污染管制及排放標準法規,每季需定期向地方主管機關申報前一季之設備元件定期檢測紀錄,石化產業揮發性有機物來源中,透過設備元件逸散至空氣中者最不易管控,為有效管」控及改善揮發性有機物排放量,台灣中油公司於2013年成立「設備元件改善小組」,每季定期召開會議進行檢討,以掌握每個廠區的現況,其中檢測部份除委由廠商每季定期檢測外,亦訂定了一般自主檢測、高風險元件檢測及專案查核檢測等措施加強檢測及管理。各廠區設備元件多且檢測頻率高,擁有龐大的數據但卻無法有效整合應用,因此台灣中油公司開發一套「VOCs設備元件自主檢測管理系統」來整合這些數據,利用大數據分析、物聯網及行動裝置應用技術開發,協助找出高風險設備元件、提供VOCs洩漏及時通知、超標原因及改善措施追蹤等功能,期能降低VOCs逸散狀況,有效改善廠區空氣品質,進而減少環保罰單之產生,提升生產效益。

In order to reduce air pollution, the Environment Protection Agency (EPA) has set a regulation: "Air Pollution Control and Emission Standards of Volatile Organic Compounds". The regulation requires petrochemical companies to declare volatile organic compounds (VOCs) inspection records to local authorities each quarter. For petrochemical industry, VOCs that escape into the air through equipment components is the most difficult to control. For the purpose of controlling and reducing the emission of VOCs effectively, Chinese Petroleum Corporation, Taiwan (CPC, Taiwan) established the "Equipment Component Improvement Team" in 2013, and regularly hold quarterly meetings to conduct reviews of each refinery area, in which the inspection is not only commissioned by the outsourcing contractors to conduct quarterly inspections, but also stipulated each refinery for self-inspection, high risk components inspection and project inspection to strengthen environmental and safety management. Each refinery has a large number of equipment components and high inspection frequency, therefore, CPC, Taiwan has developed a "VOCs equipment component self-inspection management system" to integrate these data. Using big data analysis, Internet and Mobile device application technology to identify high-risk equipment components, provide timely notification of VOCs leakage, find reason for exceeding the emission standard, and advice improvement measures, etc.. The management system not only reduces the VOCs emission, improves the air quality in the refinery, thus, reduces the occurrence of environmental fines from local EPA. And we found it also can improve the refinery production efficiency.
