集集地震石岡壩壩體震害及修復

The Damage and Rehabilitation of Shih-Kang Dam after Chi-Chi Earthquake

摘要


石岡壩位於大甲溪下游,調蓄上游電廠發電尾水,並供應大台中地區的公共給水與灌溉用水,為大甲溪流域水資源運用的重要樞紐。石岡壩因受921大地震強烈震動及地盤擠壓抬昇破壞,壩體嚴重受損,基礎岩盤破裂變形,蓄水調節及引水功能喪失,致使大台中地區兩佰多萬人面臨用水困境,因此必須進行修復工作。壩體修復工程主要包括基礎灌漿、植筋、裂縫修補、右岸斷裂處新設圍堤保護工及閘門修復等。修復工作為配合供應公共用水時程分為二階段執行,第一階段以儘速能由進水口取水及防洪安全為目標,第二階段以達成部份蓄水為目標。修復工作均能如期達成設定之目標,確保震後大台中地區供水。

Shih-Kang Dam located at the downstream portion of Da-Jia River has the functions of regulating the tail water from upstream hydropower generation to provide water supply of Taichung area and irrigation water. The strong motion of the 921 Earthquake damaged Shih-Kang Dam seriously. The storage and diversion function of Shih-Kang Dam was lost, and around two million people in Taichung area suffered serious water shortage after the 921 earthquake. The rehabilitation of Shih-Kang Dam must be enforced for supplying water quickly. The primary rehabilitating works including foundation grouting, anchor bar embedding, treatment of concrete cracks, coffer dam for the preservation of the right bank crashed portion, and gate reparation were divided two stages for the construction. The first stage was for recovering the division function of the head works and the safety during flood season, and the second for recovering the partial ponding storage.
