由於高齡化的社會趨勢,長期照顧需求快速增加。過去近二十年來,台灣政府當局對於這類政策問題也非常重視,並研提一項長期性計畫。為能提供民眾更好的服務,地方政府機關尤其須要通力合作以滿足相關當事人的需求。基此,本研究以協力治理之觀點作為出發,並採行質性研究之方法,針對臺北市長期照顧管理中心第一線員工及其主管人員進行深度訪談,以檢視影響組織間協力績效之相關因素,以及服務提供過程中可能遭遇之困境。整體而言,本研究發現目標清晰與權責明確化,堪稱是制度安排的關鍵因素。此外,不同專業領域人員之間的關係建立與認知管理也不容忽視。對於上述研究發現,本研究也從管理實務層面提供一些建議。
In an aging society, the need for elderly long-term care is gradually increasing. Against this background, government authority in Taiwan in the last nearly two decades has also been paying attention to this policy issue, and initiated a long-term care program. In order to provide a better public service, local government agencies especially have to work together to satisfy clients demands. In this paper, the authors pose the two related questions as follows: According to the perspective of collaborative governance, what factors may influence the effectiveness of long-term care center? Concurrently, what factors may hinder the operation of long-term care? Methodologically, street-level employees and their supervisors who work for long-term care center under Taipei City Government are invited to conduct in-depth interviews. Overall, goal clarity and responsibility allocation are two crucial factors pertaining to the institution arrangement. Besides that, the relationship-building and perception management among staff with different professional backgrounds should not be neglected. The managerial implications are also provided in the end of the paper.
