臺灣局限空間作業勞工對環境危害及相關規範認知之概況及其相關因子

Status and Determinants of Awareness of Environmental Hazards and Related Regulations among Confined Space Workers in Taiwan

摘要


研究背景:為瞭解國內局限空間作業勞工對於作業環境危害及相關規範認知之現況及其相關之因子,以期經由適當之教育訓練及防治措施,減少局限空間職災事件之發生。 方法:使用半結構式問卷,以面對面之方式訪談實際參與局限空間作業的勞工,瞭解這些勞工的個人基本資料及其對局限空間作業危害及法令規範之認知,並以適當的統計分析方法探討與前述認知相關之因子。 結果:本研究共成功訪談746名勞工。這些勞工對於局限空間的危害及相關的規範,特別是空氣性危害部份,認知並不佳。在多變項分析模式,較高的教育程度、較長的工作年資、工作地點在南部、非現場作業勞工、事業單位規模較大者、作業前一年曾接受體檢、平日有教育訓練、及作業前有教育訓練者,與較佳的整體環境危害及現有規範認知間有正相關性。 結論:近年來政府部門高度重視局限空間作業勞工之安全,但國內局限空間職災事件仍層出不窮。由於勞工對環境危害缺乏正確認知,係局限空間職災發生之主因之一;因此如何針對認知不足之勞工予以適當之教育訓練,以改善其認知及預防傷害,應是未來努力的目標。

Background: To better understand the current status and determinants of awareness of environmental hazards and related regulations among confined space workers in Taiwan, and to implement appropriate educational training programs and preventive measures to reduce the number of work-related injuries in confined spaces. Methods: We employed a semi-structured questionnaire to interview workers who were involved in confined space working. Information regarding the workers' baseline characteristics and their awareness of environmental hazards and related regulations of confined spaces was collected. We then used appropriate statistical methods to identify factors that were related to the workers' awareness. Results: We successfully interviewed 746 workers. Those workers were frequently unaware of the potential hazards and the related regulations of confined space working, especially those of atmospheric hazards. In multivariate logistic regression analysis, higher education level, longer working time, working in Southern Taiwan, off-site working in confined spaces, larger company size, receipt of physical check-up in the previous year, and having both routine educational training and training before confined space working were associated with better awareness of environmental hazards and related regulations of confined spaces. Conclusion: Although the governmental agencies are putting a lot of emphases on the safety of confined space worker in recent years, occurrence of work-related injuries in confined spaces remains frequent in Taiwan. Because workers' unawareness of environmental hazards is one of the major causes of work-related injuries in confined spaces, improvement of workers’ awareness and prevention of further injuries through appropriate education and training of workers who are unaware of the hazards of confined spaces are apparently warranted in the future.
